An interesting fact is that the occurrence of vital records related to ancient times when the spiritual ministers have made a special entry in the parish register. Sami parish registers were introduced by the decree of Peter I in 1722 and any records existed until the October Revolution of 1917.

For the first time on Dec. 18, 1917 Decree "On civil marriage, about children and about conducting books of civil status" has determined the procedure for compiling records and there was a system of special bodies - the registrar.
