A specialist in the registry office told parents about the meaning of the name of each newborn and its origin. An employee of the branch of the Pension Fund of Russia in the Kirov district of Kazan congratulated parents on replenishment of the family and handed each mother a maternity certificate, and also said that in accordance with the Federal Law «On Additional Measures of State Support to Families with Children», maternal capital could be spent on improving the living conditions of the family, getting children’s education or mother’s pension savings.
